In March 1989 Zvi Zilker began his second term as Mayor of Ashdod, and remained in office until 2008. Since the 1990s there has been an accelerated growth in the city's population, with the arrival of many immigrants from the former Soviet Union. Ashdod began expanding to the south and east, and three residential Quarters were built in the Sands Park and in the north of the Great Dune .
